As of October 1, the federal government has entered a shutdown due to a lapse in funding. Congressman Michael Guest stated that on September 19, he voted for and the House passed a clean funding extension through November 21, but the Senate did not act. As a result, many federal agencies are now operating at reduced capacity while core programs required by law continue.
Social Security payments will still be issued, and retirees, survivors, and those with disability benefits will continue to receive payments. Medicare and Medicaid services will also continue, though some support functions may experience delays. Veterans’ health care and disability compensation remain funded and will continue without interruption, though some VA services have been impacted.
The U.S. Postal Service will maintain normal mail delivery and post office services. Air travel continues as TSA agents and air traffic controllers remain on duty, but travelers may experience longer wait times. National Parks are open; however, access to some museums may be closed or limited, with certain services affected.
Processing of Small Business Administration loans, USDA services, and some federal grants may pause or slow down during the shutdown. Congressman Guest’s office is available to provide updates or help constituents explore temporary state or local resources.
Federal employees who are furloughed could face delayed paychecks but may qualify for temporary support through the Mississippi Department of Employment Security at mdes.ms.gov. Processing for passports, visas, and federal permits may also slow or stop; constituents can contact Guest’s office for advice on urgent travel needs or assistance tracking pending applications. Federal contractors might see payment delays and should check with their employers about contingency planning.
The National Flood Insurance Program (NFIP), administered by FEMA, cannot sell new or renewal insurance policies during the shutdown; however, existing NFIP policies remain valid until expiration dates and claims will continue to be paid as long as funds last.

Michael Guest has represented Mississippi’s Third Congressional District since 2019 after replacing Gregg Harper. He was born in Woodbury, New Jersey in 1970 and currently lives in Brandon. He graduated from Mississippi State University in 1993 with a BS degree and earned his JD from the University of Mississippi in 1995.
Congressman Guest is serving his fourth term in Congress. He chairs the Border Security and Enforcement Subcommittee of the Committee on Homeland Security and serves on the House Appropriations Committee.
